About the format
PDF (Portable Document Format) is Adobe's 1993 fixed-layout format — wrapping an image in a PDF page gives it a paper size, print margins and a file type every office system accepts.
- PDF natively embeds JPEG data unchanged (DCTDecode, since 1993) and stores other image types losslessly with Flate compression.
- The format became ISO 32000-1 in 2008 and is the required upload type for most application, invoicing and records systems.
- HEIC — the iPhone's default photo format since iOS 11 (2017) — usually needs exactly this conversion before official portals will accept the photo.

Quality handling depends on the source: JPG and PNG are embedded directly into the PDF with no recompression — a byte-faithful copy on a page. WEBP, BMP and HEIC are first decoded and losslessly re-encoded, then embedded, so nothing is visibly lost anywhere in the pipeline. Pages are sized to your image up to A4.
Typical cases: iPhone photos (HEIC) that an application portal rejects, screenshots that need to be "a document" for a records system, scanned pages saved as PNG by scanner software, and web images being attached to reports. Each image becomes its own PDF; batches download as a ZIP.
